Rule 9
Conditions for party registration
When a political party submits an application for party registration in accordance with rule 5, it must fulfill or acknowledge that it will fulfill the following conditions prescribed by sub-section (3) of Article 142 of the Constitution:-
(a) Democratic provisions in statutes or regulations or democratic provisions to be made in statutes or regulations,
(b) In the statute or regulation, at least once in five years, the provision for the election of officials at each level of the party,
(c) Inclusive arrangement including women, Dalits and members of neglected and oppressed areas in the executive committees at various levels,
(d) Effective system for disciplining the members of the party in the constitution of the party.
